Critical types of infrastructure are provided by the state to maintain the people’s livelihood, ensure economic development, and systematic government operations. Given the development of ever more complicated critical infrastructure systems, increasing importance is being attached to the protection of the components of this infrastructure to reduce the risk of failure. Power facilities are one of the most important kinds of critical infrastructure. Developing an effective risk detection system to identify potential failure modes of power supply equipment is crucial. This (...) study seeks to improve upon prior approaches for risk assessment by proposing a hybrid risk-assessment model using the concepts of failure mode and effect analysis and multiple-criteria decision-making. The proposed model includes a cost-based factor for decision-makers. The subjectivity and uncertainty in FM assessment are adjusted through the rough number method. The original risk priority number can be expanded by including the entropy weights in the risk index. Furthermore, to rank the risk priorities in a rational manner, a modified technique for order preference by similarity to ideal solution is adopted. The applicability and effectiveness of the proposed method were demonstrated by considering an example of a turbine steam engine in a nuclear power plant. (shrink)

Before September 11, 2001, a mass-casualty terrorist attack on American soil was generally considered a remote possibility. Similarly, before October 4, 2001—the first confirmed case of anthrax caused by intentional release — widespread bioterrorism seemed implausible. Among the arguments that such a biological artack was unlikely included: the lack of a historical precedent; the technological and organizational challenges to acquiring and weaponizing a biological agent; and the almost universal moral opprobrium that would certainly accompany the use by terrorists of such (...) a weapon. We welcome Ballantyne & Schaefer’s discussion of the issues concerning consent and use of health data for research. In response to their acknowledgement of the need for public debate and discussion, we provide evidence from our own public consultation on this topic.

Observers inspected normal, high quality color displays of everyday visual scenes while their eye movements were recorded. A large display change occurred each time an eye blink occurred. Display changes could either involve "Central Interest" or "Marginal Interest" locations, as determined from descriptions obtained from independent judges in a prior pilot experiment. Visual salience, as determined by luminance, color, and position of the Central and Marginal interest changes were equalized. -/- The results obtained were very similar to those obtained in (...) prior experiments showing failure to detect changes occurring simultaneously with saccades, flicker, or “mudsplashes” in the visual scene: Many changes were very hard to detect, and Marginal Interest changes were harder to detect than Central Interest changes. -/- Analysis of eye movements showed, as expected, that the probability of detecting a change depended on the eye’s distance from the change location. However a surprising finding was that both for Central and Marginal Interest changes, evenwhen observers were directly fixating the change locations (within 1 degree),more than 40% of the time they still failed to see the changes. It seems that looking at something does not guarantee you “ see” it. (shrink)

The decree of Themistocles, discovered by M. H. Jameson and first published by him in 1960 has given rise to an intense debate centring on the question of the decree's authenticity. This debate has focused to an important extent on supposed archaisms or anachronisms in the text. If a word appears to be used in an ‘archaic’ manner, i.e., in this instance, one peculiar to the early fifth century, it may be an indication of the inscription's authenticity. Conversely, a word (...) employed in a manner proper to a later time may be an indication of the decree's actual period of origination. Thus an early and influential commentator, D. M. Lewis, argued for the decree's authenticity asserting: ‘I see no reason to suspect a forgery. There are too many traces of official and archaic language.’. (shrink)

For many, Thomas Beauchamp and James Childress have elaborated moral reasoning by using the four principles whereby all substantive problems of medical ethics (and of ethics more generally) can be properly analysed and cogent philosophical solutions for the problems can be found. It seems that their ‘principlism’ gets updated, with better features being added during the course of the six editions of Principles of Biomedical Ethics. Nonetheless, Beauchamp and Childress seem to have been losing their way when it comes (...) to the common-morality justification, which is the epistemological (and perhaps metaphysical) backbone of their method, and this is shown more vividly in their most recent (2009) edition of Principles of Biomedical Ethics. The author points out what he calls the problem of ‘thick in status, thin in content’ in principlism. The problem exists because principlism cannot adequately explain how the prescriptive sense of common morality it supports is consistent with the existence of what Beauchamp and Childress call the ‘legitimate moral diversity in the world’. Because of this problem, first, the practical end that principlism allegedly accomplishes (ie, providing practical moral guidelines in a relatively ‘thick’ content, based on common morality) is frustrated, and, second, principlism makes itself the method of common morality de jure and of moral pluralism de facto. Marco Buzzoni has presented a Kantian account of thought experiments in science as a serious rival to the current empiricist and Platonic accounts. This paper takes the first steps of a comprehensive assessment of this account in order to further the more general discussion of the feasibility of a Kantian theory of scientific thought experiments. Such a discussion is overdue. To this effect the broader question is addressed as to what motivates a Kantian approach. Buzzoni's account and the assessment developed (...) in this paper are warranted by the fact that the history of philosophical inquiry into thought experiments is deeply interwoven with Kant's philosophy. This history will be depicted here for the first time in more comprehensive terms to contextualize Buzzoni's account in historical and systematic perspective. (shrink)

Starting from a unitary, Lorentz invariant two-particle scattering amplitude, we show how to use an identification and replacement process to construct a unique, unitary particle–antiparticle amplitude. This process differs from conventional on-shell Mandelstam s, t, u crossing in that the input and constructed amplitudes can be off-diagonal and off-energy shell. Further, amplitudes are constructed using the invariant parameters which are appropriate to use as driving terms in the multi-particle, multichannel non-perturbative, cluster decomposable, relativistic scattering equations of the Faddeev-type integral equations (...) recently presented by Alfred, Kwizera, Lindesay and Noyes. It is therefore anticipated that when so employed, the resulting multi-channel solutions will also be unitary. The process preserves the usual particle–antiparticle symmetries. To illustrate this process, we construct a J=0 scattering length model chosen for simplicity. We also exhibit a class of physical models which contain a finite quantum mass parameter and are Lorentz invariant. These are constructed to reduce in the appropriate limits, and with the proper choice of value and sign of the interaction parameter, to the asymptotic solution of the non-relativistic Coulomb problem, including the forward scattering singularity, the essential singularity in the phase, and the Bohr bound-state spectrum. Brill, 1988. Pp. 196. 74 guilders (approx. $37.00). This is a study of Aristotle's logic and psychology of mind which explores a connection between the two. This connection is used, on the one hand, to corroborate the results of the study of the logic and, on the other hand, (...) to elucidate the most controverted text of Aristotle's psychology, De Anima, 3. 5, with its discussion of active mind. Part 1 argues for the dependence of all discursive thinking on non-discursive sources of knowldge, viz., experience and intuition. Part 2, a bridge section, distinguishes logic, epistemology, and psychology: logic studies the forms of reasoning; epistemology studies the connection of reasoning to reality, as Aristotle does notably in Posterior Analytics, 2. 19; and psychology "shows how... cognitive processes... take place from the point of view of physics and First Philosophy " (p. 63). Part 3 investigates the psychology of cognition found in the De Anima and elsewhere and finds in it confirmation of the results of part l. In addition, Kal here offers a new interpretation of what Aristotle means by active mind. In part 1 Kal presents a careful textual study of Aristotle's view of definition, induction, and the syllogism, both dialectical and demonstra· tive, and argues that, as discursve methods, all of them presuppose knowledge already acquired, i.e., first principles that must be known. This raises the question of the origin of such principles, a question which Aristotle addresses and answers in Posterior Analytics, 2. 19. A common interpretation of this difficult chapter holds that first principles are grasped through induction. The text which seems to support this view is found in lines l00b3-5: " Thus it is clear that we necessarily know the first principles by induction; for sensation also produces the universal in this way." Kal argues that this text, when understood according to the indications of its context, does not make induction the source of first principles. Rather, Aristotle's position is that sensation, which gives us the universal, is based on experience (lOOall) and, therefore, an induction, which is also based on experience, also gives the universal (p. 51). Furthermore, Kal finds a much simpler argu· ment against the position that induction is the source of our knowledge of first principles in the beginning of Posterior Analytics, 2. 19, where "Aristotle rejects knowledge based on previous knowledge, and thus induction, as a solution to the problem of the knowledge of the first principles" (p. 52). Induction, then, remains one of the discursive methods, and, as such, depends on a kind of knowledge that is acquired 182 BOOK REVIEWS without being based on previously acquired knowledge. Kai insists that, if knowledge is possible, there must he a non-discursive origin for first principles; and, in his investigation of Aristotle's position, he finds only two such origins-experience and intuition. Sense experience brings the universal to light, although it does not know the universal as such, hut only as an accidental object of sensation. It is intellective intuition (nous) which knows the universal as such (p. 48). Having argued for the primacy of intuition (nous) in part l, Kai turns to the psychology of cognition in part 3. Is the primacy of nous corroborated by Aristotle's understanding of sensation and thinking? Kal finds that it is. From the point of view of logic and epistemology, the non-discursive origin of first principles is an immediate knowledge, a knowledge that does not require a middle term. As Kal puts it, the immediacy of intuition " lies... in the fact that contact is made with the object of knowledge simply, without active intervention of the knower" (p. 59). In receiving the object of knowledge the knower is completely receptive. Similarly, Kal argues, sensation and thinking in the sense of intuitive thought are also completely receptive, and this receptivity confirms the results of part l; cognition when viewed both from the point of view of logic-and epistemology, and from the point of view of psychology reveals the same essential receptivity.
